DFRLab examines MAX, a state-controlled 'super-app' developed by VK and modeled on China's WeChat, which the Kremlin is positioning as the default communications, payments, identification, and administrative platform inside Russia. Since September 2025 it has been mandatory pre-installed software on new phones, and authorities have pressured banks, schools, universities, and property managers to migrate communications to it, while simultaneously restricting Telegram and WhatsApp. The app's privacy policy permits sharing user data with state agencies, and because it operates within Russia's SORM lawful-interception framework, data is likely accessible to the FSB and other security services.

The article's core concern is extraterritorial risk: as MAX becomes administratively unavoidable for people tied to Russia through family, business, or occupied-territory residency, and as registration expands to telecom operators in roughly forty countries, the platform could extend Russian state visibility into diaspora communities, migrant workers, dual nationals, and residents of occupied Ukrainian territories. Metadata such as IP addresses, contact lists, and behavioral timestamps could support identity de-anonymization, network mapping of activists and journalists, and transnational repression of dissidents abroad, without any need for malware.
