> Two denial-of-service vulnerabilities in Rockwell Automation 1715 EtherNet/IP module allow remote crash; patch to version 3.011.

Rockwell Automation 1715 EtherNet/IP Comms Module versions 3.003 and earlier contain two remotely-exploitable denial-of-service vulnerabilities. CVE-2025-9177 stems from resource allocation without throttling: an attacker sending a high volume of requests to the web server can crash it, requiring power cycle recovery. The impact is limited to web server availability; I/O control and CIP communication continue unaffected. CVE-2025-9178 arises from an out-of-bounds write flaw triggered by crafted CIP payloads, disabling CIP communication with the adapter until restart.

Both vulnerabilities carry CVSS v4 scores of 7.7 (network accessible, low attack complexity, no privilege required). The module is deployed worldwide in critical manufacturing environments. Rockwell Automation has released patched versions 3.011 and later. CISA reports no known active exploitation at the time of publication. Defenders should prioritize patching or, if unable to upgrade, apply network segmentation to isolate the device from internet exposure and restrict access to trusted networks only.

## Mentioned in this report

- Vulnerabilities: CVE-2025-9177, CVE-2025-9178

## Detection guidance (public sample)

### Inbound EtherNet/IP CIP Traffic From Non-Private Source Address

ATT&CK: T1499

Flags EtherNet/IP explicit (44818) or implicit I/O (2222) traffic reaching a device from a public source IP. This is the exposure needed to exploit the Rockwell 1715 CIP out-of-bounds write DoS (CVE-2025-9178). Auto-generated starting point — validate and tune in your environment before deploying. IOC matches can false-positive on shared infrastructure and decay as adversary infrastructure rotates.

```yaml
title: Inbound EtherNet/IP CIP Traffic From Non-Private Source Address
description: Detects firewall-logged EtherNet/IP traffic (TCP/UDP 44818 or UDP 2222)
  arriving from a non-RFC1918/non-loopback/non-link-local source. CIP adapters such
  as the Rockwell 1715 module are remotely exploitable for DoS via crafted CIP payloads
  (CVE-2025-9178) and should only be reachable from trusted internal networks. For
  DoS-volume analysis, additionally alert in the SIEM when the number of hits per
  source IP over a short window exceeds a baseline.
