Russian hybrid warfare operations have intensified significantly across Western Europe and NATO member states, encompassing physical sabotage, arson attacks, undersea cable disruption, drone incursions, cyberattacks, election interference, and AI-amplified disinformation campaigns. Russian handlers are recruiting vulnerable teenagers across Europe through messaging platforms like Telegram, often paying small sums for surveillance, vandalism, and sabotage activities without the recruits' awareness that they are working for Russian intelligence. The operation targeting UK Prime Minister Keir Starmer's properties in May 2025 exemplifies this approach: a 22-year-old Ukrainian national was recruited and paid via Telegram by an unmet Russian handler linked to a state-sanctioned pro-Kremlin group. Western intelligence agencies report the threat landscape has evolved markedly in sophistication and scale; documented attacks in Europe nearly tripled between 2023 and 2024, with British spy chief Anne Keast-Butler characterizing the strategic environment as "a space between peace and war." These operations remain deliberately below the threshold of direct NATO collective defense triggers, allowing Russia to test alliance cohesion and Western resolve to support Ukraine while avoiding overt military response.
