> Two libexpat vulnerabilities in Hitachi ITT600 Explorer can cause denial of service via crafted IEC61850 messages; patch to 2.1 SP6 HF1 or 2.2.

Hitachi Energy has disclosed two vulnerabilities in ITT600 Explorer, a testing tool used in energy infrastructure. Both flaws reside in the libexpat XML parser library integrated into the product's IEC61850 server simulation functionality. CVE-2024-8176 is a stack overflow triggered by uncontrolled recursion in crafted IEC61850 messages, potentially causing denial of service or memory corruption in some environments. CVE-2025-59375 allows attackers to trigger excessive memory allocation through small, maliciously crafted documents submitted for parsing. A local attacker with access to the IEC61850 simulation interface could exploit either vulnerability. The vulnerabilities do not affect the wider IEC61850 system endpoints, only the ITT600 SA Explorer tool itself.

Affected versions are ITT600 Explorer 2.1 SP6 and earlier. Hitachi Energy recommends immediate patching to version 2.1 SP6 HF1 or upgrading to version 2.2 when available. The advisory notes this is a CISA republication of Hitachi's vendor advisory with no indication of active exploitation in the wild. Defenders in energy sectors using ITT600 Explorer for IEC61850 testing should prioritize patching and restrict network access to the tool in accordance with ICS best practices.
