> Authenticated high-privilege attacker can upload arbitrary files to RUGGEDCOM ROX II devices; no fix available.

Siemens RUGGEDCOM ROX II industrial networking appliances contain an unrestricted file upload vulnerability (CVE-2025-33023) in the web interface that permits authenticated attackers with high-privilege accounts to upload arbitrary files to the device filesystem. The flaw affects all versions of eleven RUGGEDCOM ROX models (MX5000, MX5000RE, RX1400, RX1500, RX1501, RX1510, RX1511, RX1512, RX1524, RX1536, RX5000) deployed globally across critical manufacturing infrastructure. CVSS v4.0 base score is 5.1, reflecting network-accessible exploitation with low attack complexity but requiring high-privilege account credentials. No patch is currently available from Siemens.

The vulnerability requires authentication with high-privilege access to the web interface, which constrains the attack surface to insiders or attackers who have already compromised a privileged account. However, the ability to upload arbitrary files could enable further compromise of the device or lateral movement within industrial control networks. Siemens recommends restricting highly privileged web interface access to authorized personnel only and implementing network segmentation, VPN access controls, and air-gap protections for ROX II deployments. No active exploitation has been reported to CISA to date.
