The Belarusian government has systematically targeted Belarusian diaspora communities in Canada and other Western democracies through coordinated transnational repression tactics. Since the fraudulent 2020 presidential election, the regime has expanded enforcement beyond its borders to punish citizens living abroad for lawful democratic activism. Methods include seizing property in Belarus without legal process, interrogating family members still in the country, monitoring social media for identifying activists, and filing in-absentia criminal charges under vague extremism laws that carry sentences of up to seven years imprisonment and fines of $750,000 USD.

Two documented cases in Alberta illustrate the pattern: a community organizer's apartment was sealed and seized in August 2025 after she participated in Belarusian Freedom Day events in Canada; another activist's family member was subjected to unannounced home searches and phone confiscation by security officers. The regime uses social media monitoring and image analysis from public events to identify targets. At least 207 participants in diaspora events across Canada, the US, UK, Poland, and Lithuania were identified and charged. The seizure of property serves dual purposes—punitive and coercive—and the regime deliberately withholds formal charges to maintain psychological pressure and create uncertainty about extradition risk should targets travel.

The campaign exploits diaspora members' ties to relatives in Belarus, using family members as pressure points and psychological leverage. This isolation tactic undermines both individual victims and broader diaspora communities, creating a chilling effect on lawful political speech and association. Canadian civil society groups have been designated as extremist by Belarusian courts, making even minimal association grounds for investigation. The analysis identifies policy gaps in Canada's response and recommends establishing a national coordinator office, victim-support services, sanctions against perpetrators, and international coordination mechanisms.
